How do I add a paragraph tag to the "Create Standalone TOC" paragraph list?

Hello,

I'm trying to generate a new TOC, but I can't create a link to the Index. The title of the Index chapter has the paragraph tag "IndexIX." However, that paragraph tag is not in the list of paragraphs to choose from in the dialog box that opens when I select "Create Standalone TOC" from the "Add" menu. I would like to know how to add it to that list. The Index chapter is already generated.
